Peter J. Layton
Industry archetype and co-founder, Peter J. Layton partnered with Patrick Erin Monaghan in 2010 to form what has become Blackthorne Capital Management (“Blackthorne”). In addition to Blackthorne, Layton serves as a partner at Efficient Capital Management, Chairman of the BOX Options Exchange, LLC and CEO of the Tallgrass Group. BOX is an automated equity options market exchange and Tallgrass is the parent company of several ecological restoration corporations.
Layton started his career in electronic trading shortly after earning his Master’s Degree in Statistics and Finance from the University of Chicago. His algorithmic approach to making trading more efficient, combined with his experience in electronic trading have been a staple in his more than 25 year career. This same combination of expertise led to his success as partner of the Hull Group and at Goldman, Sachs & Co., where he was responsible for global automated equity trading for both customers and proprietary initiatives.
In addition to his work with Blackthorne, BOX, Tallgrass, and Efficient Capital, Layton serves on several boards and committees. Currently, Mr. Layton is a Board member of Enactus, Chicago Wilderness Trust, Efficient Capital Management Members Advisory Committee, College Visiting Committee at the University of Chicago, a member of the Nicholas School Board of Visitors at Duke University, and the Global Business Resource Center Advisory Board at the University of Wisconsin- Whitewater. Peter Layton graduated from the University of Chicago with an AB in economics and an MBA in finance.
Built on his education and experience, Layton brings vision and expertise to the mission of Blackthorne.
Scott has over 25 years of experience working in the financial markets, over 10 of these years in senior leadership positions. He has managed and grown one of the industry’s most successful financial engineering teams at Hull Trading.
He has intimate knowledge on how to develop and execute successful derivative and statistical arbitrage trading models. He has very strong team and enterprise building skills and experience, strong knowledge of industry-wide issues, numerous contacts among market participants and a solid reputation in Washington.
Dr. William L. Dougan
Dr. William L. Dougan is currently the Irvin L. Young Professor of Entrepreneurship and Professor of Management in the College of Business and Economics at the University of Wisconsin-Whitewater.

Dougan has over 15 years of experience in teaching, consulting, advising and public service in venture development and management of technology. Dougan also has been involved in international teaching and research for nearly 15 years as an invited faculty member at universities in both France and China. Published in the areas of decision theory, small firm technology strategy and entrepreneurial behavior, Dougan has also served as a member of conference scientific committees and journal editorial boards. He also holds a position as an Executive Board member of the Organization and Management Theory Division of the Academy of Management.
